The present study investigates the gap analysis of human resource talent identification mechanisms in Tehran Municipality in both existing and desirable situations. The statistical population included all managers, senior experts and talents of Tehran Municipality. Using Cochran's sample size formula, 278 people were selected by cluster sampling method. A 24-item researcher-made questionnaire was used to collect data. One-group t-test and two-group t-test were used to analyze the data. The results showed that the mechanisms for identifying human resources talents in Tehran Municipality are in order of priority: the existence of performance evaluation system, design and establishment of evaluation and development center, design of general talents competency model and design of specific talents competencies model. The results of one-group t-test on the current status of the use of human resource talent identification mechanisms showed that the use of the three mechanisms (existence of performance appraisal system, design and establishment of assessment center and development and design of a talent-specific competency model) in the situation of respondents Existing is statistically significantly below average However, regarding the mechanism of designing the model of general competencies of talents, according to the obtained t value, the use of this mechanism in identifying talents in the current situation has been evaluated in the average level in Tehran Municipality. The results of t-test of two dependent groups regarding the analysis of the gap between these mechanisms in the current and favorable situation showed that there is a significant gap between the current and optimal situation of the mechanisms for identifying human resources talents in Tehran Municipality.
