رAbstract
The present study, with the aim of localizing the good urban governance model based on a critical perspective, has conducted a fundamental-developmental study with a qualitative approach and a case study strategy in the city of Karaj. Data were collected through a purposive sampling method through reviewing primary documents, library studies, and interviews with 20 academic and executive experts. Data analysis was performed using the fuzzy Delphi method and Excel software, and the key components of good urban governance were explained with an emphasis on a critical approach. The results showed that "urban resilience and crisis management" with the highest weight is the main axis of desirable urban governance and emphasizes the need for comprehensive planning to deal with various urban crises. Also, "regional coordination", "efficiency and effectiveness of urban management" and "organizational innovation" were identified as other influential dimensions in the governance localization model. The findings emphasize that achieving good urban governance requires a comprehensive, participatory, and multilateral approach between government institutions, the municipality, the private sector, and civil society. Localizing this model in the Karaj metropolis, given its social, economic, and cultural characteristics, can be an efficient model for other Iranian cities and pave the way for sustainable, fair, and smart urban development. This research, while providing a theoretical framework based on reliable data, highlights the role of new technologies, transparency, accountability, and social justice in improving the quality of urban governance.
