The digital city in the form of creating a smart grid consisting of extensive networks of high bandwidth fiber optics, provides a suitable infrastructure for providing services in the city. Today, cities as the manifestation of a new form of life in the age of communication and the fourth wave and due to the concentration of services and the maximum volume of social and economic interactions, are at the highest level of need to use emerging methods and technologies. Due to the emergence of a new paradigm called digital human resource management, various areas of the human resource management process, including human resource performance management, should be reviewed and updated based on this type of approach. Therefore, according to the philosophy of digital human resource management, this study was conducted with the aim of providing a model for managing the performance of human resources in the municipality of Tehran according to the requirements of the digital city. This research is applied in terms of purpose, in terms of approach, survey-exploratory and in terms of type, it is qualitative. In order to analyze the interviews and achieve a conceptual model of the research, the method of theme analysis and open and axial coding has been used. 5 main categories in the field of general dimensions and 16 main categories in the field of model components were identified. Based on this, a five-dimensional model for managing the human resources performance of Tehran Municipality according to the requirements of the digital city was extracted. The first dimension of this model is strategic planning of human resource performance with six components, the second dimension is cultural development of human resources with two components, the third dimension is training and empowerment of human resources with two components, the fourth dimension is the development of human resource relations with three components and The fifth dimension of the model focused on evaluating the performance of human resources with three components.
