Economic synergy policies seek to make optimal use of economic potential by basing the economy of space and helping to create an optimal system of urban systems and production structure to achieve functional coherence with a focus on knowledge and innovation. Examining this concept has been neglected in most policies. Therefore, the present study seeks to explain economic synergy and refine its spatial policies by selecting the metropolitan area of Tehran, which is the economic heart of the country. In the qualitative part, economic synergy policies were explained with the approach of system dynamics using expert opinion and analysis of research indicators. The results show that the metropolitan area of Tehran tends to become specialized and divergent in terms of the concentration of economic enterprises. Businesses also tend to spatial accumulation and clustering. The formation of small functional centers is one of the capabilities of economic synergy. Also, the existence of upstream industries with the power of creating back and forth links and value chains, is another capability of the region. However, the use of top-down policies and the lack of institutional capacity and thickness have been an effective factor in the non-implementation of policies. Finally, it can be stated that the various advantages, accumulation and functional diversity of the region's capabilities for spatial-economic synergy and the creation of specialized centers, clusters and support for network interaction between urban centers at the macro level And among the manufacturing enterprises at the micro level, one of the main policies is to create economic synergy.
