The performance of transportation systems is essential for individual mobility, commerce and the economic growth of all societies, since transportation is an essential infrastructure for a modern society, improving transportation safety and efficiency is necessary. An intelligent transportation system by using information technology can optimally manage the urban transportation system. The Internet of Things can be used to build an efficient intelligent transportation system using existing infrastructure. This paper discusses the opportunities for new and emerging technology, the internet of things in the urban Intelligent transportation sector. The main purpose of this paper is to investigate and rank the factors affecting adopt the Internet of Things in urban Intelligent Transportation. Based on this, first by reviewing the literature, these factors were identified and after being approved by experts in the field of transportation and information technology based on the technical, organization, environment framework, the most important and most frequent factors were selected. Then, the experts' opinion on the effectiveness of each factor was collected in the form of a questionnaire and after converting linguistic terms into hesitant fuzzy numbers, the ranking of these factors was done using the hesitant fuzzy VIKOR method. The results show that among the 19 identified factors affecting the adoption of the Internet of Things from the experts' point of view, information technology expertise and perceived benefits and Organisational readiness are the most important factors, and complexity and Perceived ease of use the internet of things are the least important factors. Using the Internet of Things will offer many opportunities and benefits to make the process of transportation easier and more efficient.
