Given the development of urban technologies and the breadth of services, it is necessary to determine the effective HSE strategies and prioritize them by examining the organizational mission and identifying strengths, weaknesses, opportunities and threats to health, safety and the environment. This research is applied in terms of purpose and descriptive in terms of data collection method. In this study, health, safety and environmental documents in Tehran Municipality were reviewed. Also, 50 HSE experts and specialists of Tehran Municipality were selected as the statistical population of the study. Library method and filing tool were used to collect data related to research literature. Also, to collect data related to the statistical population, the survey method and the researcher-made questionnaire, focus group and Delphi method were used. After identifying and evaluating the strengths and weaknesses, the final score of the internal factors evaluation matrix was equal to 2.9 and the corresponding final score of the external factors evaluation matrix was calculated to be 2.7. By evaluating and adapting internal and external factors using the SWOT matrix, 117 strategies in four groups of SO, WO, ST and WT strategies were identified and finalized in the form of 42 strategies. Internal and external matrices were used to determine the current status of the municipality of District One according to its internal and external performance. Based on this, the area of offensive strategies (SO) was selected as the strategic direction of the municipality. Due to the change in the current situation of the organization due to possible changes in the internal and external environment, eight other important strategies in addition to SO strategies were selected in the vicinity of the area with the help of members of the focus group and Using their opinion and QSPM matrix, the relative attractiveness of various strategies was identified in eight categories.
