Today, the highest statistics of stable and unstable revenues of the country's municipalities are about 30 and 70 percent, respectively; Therefore, in Iran, the concern of achieving sustainable revenues is of great importance for local governments, especially municipalities. In the current era of tourism industry, it is considered as one of the most important tools for comprehensive development in municipalities around the world for economic sustainability. Qom Municipality, due to the current situation of income instability, needs to create a new sustainable income based on tourism. Therefore, the main purpose of this study is to provide a comprehensive model of sustainable income of Qom Municipality based on tourism. The present study has been prepared qualitatively and with data theorizing method of Strauss and Corbin Foundation. The statistical population of the study includes 15 experts in the field of municipality and tourism and sampling by judgmental and purposeful snowball method, in the form of in-depth semi-structured interviews in the form of protocol design using the Star model. It has been done from the first of December 1398 to the 15th of Farvardin 1399. Data analysis was performed by open coding, axial coding and selective coding using Maxqda software. 489 initial codes, 90 final codes (concepts) and 48 categories based on paradigm model; Causal conditions, background conditions, intervening conditions, main phenomenon, strategies and consequences were obtained, the result of which is the design of a sustainable revenue-generating model of Qom Municipality based on tourism.
