The present study aims to analyze the potential of FinTech in improving the revenue capacities of municipalities. This study was conducted with an exploratory approach and using a data-based phenomenological method. The statistical population of the study included finance and accounting managers of Tehran Municipality, as well as IT and innovation managers in this organization, who were selected using a purposive and theoretical sampling technique. The researcher achieved theoretical saturation with 16 semi-structured interviews with experts. The analysis process included three stages of open, axial, and selective coding to extract a comprehensive paradigm model. Data analysis revealed the axial phenomenon as the transformation of smart and transparent urban revenue generation based on FinTech. Causal conditions included the inefficiency of traditional collection, corruption risk, and deficit of sustainable resources. This phenomenon was formed in the context of the maturity of urban digital infrastructure and the consumerist culture of citizens, but despite the obstacles of the bureaucratic structure. Key intervening conditions included legal-regulatory ambiguities, cybersecurity challenges, and the skills gap of human resources. Key strategies for overcoming barriers and exploiting opportunities included deploying integrated e-payment platforms, developing a private sector partnership ecosystem, implementing microservice architecture and open APIs, managing organizational change, and designing dynamic pricing models. The implementation of these strategies led to desirable outcomes such as significantly increasing cash flow and collection speed, enhancing financial transparency and reducing corruption risk, improving the citizen user experience, and achieving economic resilience and financial sustainability of the municipality.
