Given the increasing challenges in urban water resource management and the necessity of transitioning to sustainable models, the alignment of water supply and demand strategies with a circular economy approach has gained particular importance. The objective of this research is to prioritize key factors in implementing the strategic alignment model for urban water strategies with a circular economy approach using the fuzzy Best-Worst Method (BWM). The research methodology was mixed qualitative-quantitative, and in the first phase, the dimensions and components of the model were identified through an expert panel consisting of 13 water sector specialists using purposive sampling method. In the second phase, factor prioritization was conducted using the fuzzy BWM method. The results showed that among the eight main dimensions, demand and consumption management strategies ranked first with a weight of 0.281, resource and infrastructure management strategies ranked second with a weight of 0.201, and circular economy strategies ranked third with a weight of 0.153. In examining the components, consumption pattern analysis, distribution network optimization and smart implementation, and recycling and reuse were identified as the most important components of each dimension. Fuzzy consistency indices below 0.10 indicate the favorable validity of the results. The findings of this research provide a scientific framework for prioritizing investments and resource allocation toward effective implementation of the strategic alignment model for urban water strategies.
