Abstract
The present study aims to explain the factors affecting the economic development of cities with an emphasis on health tourism and focusing on the two cities of Tehran and Shiraz. This study, using a qualitative method based on in-depth interviews with experts, physicians, managers, and planners in the field of health tourism, examined the collected data through coding and content analysis. The results showed that the development of health tourism depends on four main categories of factors: first, intra-city and infrastructure factors, including the quality of medical services, urban security, and welfare services; second, managerial and institutional factors, such as inter-sectoral coordination, the role of the government in facilitating affairs, and private sector investment; third, supporting factors, including modern medical and communication technologies, human resource training, and international marketing and branding; and fourth, economic factors and development outcomes, such as increasing foreign exchange earnings, job creation, and utilization of cultural and natural capacities. Based on these findings, it can be concluded that health tourism can act as a sustainable strategy for the economic growth of cities and the promotion of their international status if there is synergy between the government and the private sector, the improvement of medical and welfare infrastructure, the development of new technologies, and smart marketing.
