fa بررسی عوامل مؤثر بر تفاوت مبلغ برآورد اولیه با قیمت تمام شده پروژه‌های عمرانی(مطالعه موردی: شهرداری شیراز) تخصصي Special پژوهشي Research <div style="text-align: justify;"><span style="font-size:14px;"><span style="font-family:yekanyw;">قیمت تمام&lrm;شده طرح‌های عمرانی، در مقایسه با برآوردهای اولیه آن‌ها، معمولاً دارای انحراف می‌باشند. این پروژه‌ها در زمان اجرا، به دلایل مختلفی، دچار افزایش هزینه می‌شوند و حتی ممکن است توجیه اقتصادی خود را از دست بدهند؛ لذا بررسی عوامل مؤثر بر این اختلاف قیمت، یکی از مهم‌ترین مباحث در این حوزه می‌باشد. در این مقاله به شناسایی و ارزیابی اهمیت عوامل مؤثر بر تفاوت مبلغ برآورد اولیه با قیمت تمام&lrm;شده پنج ابرپروژه عمرانی شهرداری شیراز پرداخته شده است. این تحقیق از نوع توصیفی- پیمایشی بوده و جهت گردآوری داده‌ها، از ابزار پرسشنامه و مصاحبه بهره گرفته شده است. به منظور تعیین وزن، اولویت و دسته‌بندی عوامل، به ترتیب از روش بهترین- بدترین، تاپسیس خاکستری و ماتریس وزن-کیفیت استفاده شده است. نتایج تحقیق نشان دادند که نُه عامل مهم انحراف قیمت، در پنج ابرپروژه مؤثر هستند که در سه دسته کلی شامل کیفیت و وزن بالا، کیفیت پایین و وزن بالا یا بالعکس، کیفیت و وزن پایین قرار می‌گیرند. بر اساس یافته&lrm;های تحقیق، عامل وجود معارضین، تأثیرگذارترین عامل در انحراف قیمت ابرپروژه‌های عمرانی شهرداری شیراز می‌باشد.</span></span></div> <div style="text-align: justify;"><span style="font-size:16px;"><span style="font-family:times new roman;">Actual (Final) price of construction projects are usually deviations compared to their initial estimates. At runtime, these projects face increasing in costs for various reasons and may lose their economic justification. Therefore, identifying factors affecting this price difference are one of the most important issues in this field. This study identifies the importance of the factors affecting the difference between the amount of initial estimation and the actual cost of five mega-projects of the Shiraz municipality as example. This research is descriptive-survey and data collection was done using questionnaire and interviewing tool. In order to determine the weight, priority and categories of factors, the best-worst method, gray TOPSIS and weight-quality matrix were used, respectively. The results of this study show that nine important price deviations are effective in five superstructures that fall into three broad categories: &quot;high quality and high weight&quot;, &quot;low quality, high weight or vice versa&quot;, &quot;low quality and weight&quot;.
