fa مقاوم‌سازی اقتصاد شهری از طریق دستیابی به جمعیت کارای شهری تخصصي Special پژوهشي Research <div style="text-align: justify;"><span style="font-family:yekanyw;"><span style="font-size:14px;"><span dir="RTL"><span style="color:black;">اقتصاد مقاومتی، اصطلاحی است که در ادبیات اقتصادی ایران وارد شده و حول آن، نظریات متعددی شکل گرفته است. شهرها در اقتصاد ملی، رکن اصلی و اولیه تولید هستند. نخست‌شهرها و کلان‌شهرها، موتور محرک اقتصاد هستند که بخش زیادی از تولید کالا و خدمات در محدوده آنها صورت می‌گیرد و همچنین عمده بازار محصولات تولید شده در این شهرها هستند؛ به‌طوری که اگر این شهرها نبودند و این جمعیت به‌طور پراکنده یا یکنواخت توزیع می‌شدند، این میزان از تولید و این بازار شکل نمی‌گرفت. با وجود اهمیت مقیاس کلان‌شهرها در اقتصاد، مطابق با نظریات اقتصاد شهری، می‌توان اندازه کارایی برای شهرها تصور کرد که با تعیین آن، می‌توان به سوی مقاوم‌سازی اقتصاد شهری و اقتصاد مقاومتی حرکت کرد. در این مقاله، مقاوم</span></span><span style="color:black;">&lrm;</span><span dir="RTL"><span style="color:black;">سازی شهرها از طریق تعیین اندازه کارا شهر، بررسی و تحلیل شده است. برای محاسبه اندازه کارا شهر، تابع رفاه اجتماعی شهر، تصریح و برآورد شده است. یافته‌ها نشان‌دهنده این هستند که جمعیت شهر تهران، از سطح کارای خود عبور کرده و نزدیک کردن اندازه کارا به اندازه واقعی یا نزدیک کردن اندازه واقعی به اندازه کارا با کنترل جمعیت شهر می‌تواند اقتصاد شهر و در نتیجه، اقتصاد ملی را مقاوم</span></span><span style="color:black;">&lrm;</span><span dir="RTL"><span style="color:black;">ترکند. تنها سیاست‌های کنترلی برای مقاوم‌سازی اقتصاد شهر، جوابگو نیستند و سیاست</span></span><span style="color:black;">&lrm;</span><span dir="RTL"><span style="color:black;">های توسعه ارائه خدمات شهری و زیرساخت شهری برای افزایش ظرفیت گنجایش شهر، توصیه می‌شوند</span></span><span dir="RTL"><span style="color:black;">.</span></span></span></span></div> <div style="text-align: justify;"><span style="font-size:16px;"><span style="font-family:times new roman;">Resistance economy is a term come across in literature of Iran economy that include lots of paper in this topic. Cities in national economy are a basis of production. Primer cities and metropolises are economy engines that cover major of goods and services production, and they are most important market for the goods and services produced in these cities, so that if these regions were not existed or the population was distributed sporadically or evenly, such a mass production and market volume were not formed. Given the importance of the metropolitan scale in the economy, based on urban economic theories, it is possible to determine efficient population of cities toward resistive urban economy. In this paper, resisting cities is analyzed by determining efficient population of cities. For calculating efficient population of city, urban social welfare function is specified and estimated. Results show Tehran population exceed efficient population level and bringing the efficient size to the actual size or vice versa by controlling urban population can resist urban economy, and consequently the national economy.
