fa تعیین ساختار بهینه پایه‌های درآمدی شهرداری تهران براساس ریسک و بازدهی تخصصي Special پژوهشي Research <div style="text-align: justify;"><span style="font-family:yekanyw;"><span style="font-size:14px;"><span dir="RTL">سلامت مالی بودجه شهرداری</span><span dir="RTL">‌</span><span dir="RTL">ها از اهمیت بالایی برخوردار است که بازخورد آن، توانایی شهرداری در تأمین خدمات بهینه و مداوم برای شهروندان است. در دهه‌های اخیر، همراه با عدم‌کفایت منابع مالی شهرداری‌ها، مشکل کلیدی در توسعه شهرهای کشور، عدم‌تطابق و متابعت هزینه‌ها و درآمدهای شهرداری از ساختار اقتصاد شهر بوده است. شهرداری کلان‌شهرها، منبـع درآمدی جز اقتصاد شهری (فروش تراکم و عوارض و ...) ندارد و بقای سازمان و خدمات آن، وابسـته بـه پویایی و پایایی اقتصاد آن است. با توجه به اهمیت ساختار درآمد شهرداری‌ها، در این پژوهش ابتدا ساختار درآمدی و هزینه‌ای شهرداری تهران با چند شهرداری منتخب، مقایسه و سپس با استفاده از داده‌های بودجه‌ای شهرداری تهران طی دوره ۱۳۹۴-۱۳۸۰ و الگوی مارکویتز، اقدام به برآورد سهم هر یک از کدهای درآمدی براساس حداقل کردن ریسک، حداکثر‌سازی بازدهی انتظاری و معیار شارپ در پرتفوی درآمدی شهرداری تهران شده است. نتایج نشان دادند که ساختار درآمد شهرداری تهران، مناسب نمی‌باشد و با وزن‌های برآوردی براساس معیارهای حداکثرسازی بازده انتظاری، حداقل</span>&lrm;<span dir="RTL">سازی ریسک و معیار شارپ، تفاوت اساسی دارد.&nbsp;</span></span></span></div> <div style="text-align: justify;"><span style="font-size:16px;"><span style="font-family:times new roman;">The financial health of municipal budgets is of great importance, and its feedback is the ability of the municipality to provide optimal and continuous services to citizens. In recent decades, due to the lack of financial resources of municipalities, the key problem in the development of the cities of the country was the non-compliance of municipal expenditures and income from the structure of the city economy. The metropolitan municipality, unlike the state that is dependent on oil revenues, has no source of income but urban economy (sales of congestion, dues, etc.) Moreover, the survival of the organization and its services depend on the dynamism and reliability of its economy. Given the importance of municipal revenue structure, in this study, the income and expenditure structure of Tehran Municipality was compared with selected municipalities, then, using Tehran Municipality data during the period of 2001-2015 and Markowitz&rsquo;s model, the share of each income code based on minimizing risk, maximizing expected returns, and Sharp&rsquo;s benchmark in the income portfolio of Tehran Municipality was estimated.
