fa طراحی و ساماندهی مؤلفه‎های اندازه‏گیری عملکرد مدیریت شهری با تأکید بر حکمرانی خوب و ارزیابی متوازن تخصصي Special پژوهشي Research <p style="text-align: justify;"><span style="font-size:14px;"><span style="font-family:yekanyw;"><span dir="RTL">تاکنون در طراحی نظام&rlm;های ارزیابی عملکرد، بیشتر تلاش‌ها معطوف به تغییر و بهبود در ساختار و شکل بوده و کمتر به مباحث محتوایی توجه شده است. از این رو هدف این تحقیق، طراحی مؤلفه&lrm;های اندازه&rlm;گیری عملکرد در مدیریت شهری با تلفیق مدل ارزیابی متوازن (برای جنبه ساختاری) و شاخص&rlm;های حکمرانی خوب مورد تأیید برنامه توسعه سازمان ملل متحد (برای جنبه محتوایی) در حوزه عملکرد سازمانی است. برای دستیابی به هدف تحقیق، پس از بازتعریف شاخص&lrm;های حکمرانی خوب در چهار بعد ارزیابی متوازن، از طریق انجام مصاحبه&rlm;های عمیق نیمه &rlm;ساختاریافته با مدیران ارشد شهرداری و اساتید دانشگاه، در مرحله اول، 103 مؤلفه و در مرحله دوم، 95 مؤلفه برای اندازه&rlm;گیری عملکرد مدیریت شهری، استخراج شد. در ادامه، این مؤلفه&rlm;ها با روش دلفی توسط خبرگان دانشگاهی و سازمانی ارزیابی شدند. نتایج تحقیق نشان دادند که از میان مؤلفه&rlm;های طراحی شده با توجه به هشت شاخص حکمرانی خوب و چهار بعد ارزیابی متوازن، برای اندازه&rlm;گیری عملکرد، 73 مؤلفه از نظر خبرگان دانشگاهی و سازمانی، مناسب و مورد تأیید بودند. از این رو این مؤلفه&rlm;ها، راهنمای مناسبی برای توسعه هر چه بیشتر نظام ارزیابی عملکرد در حوزه مدیریت شهری می&lrm;باشد تا مدیران نسبت به آثار و پیامدهای تصمیمات و برنامه&rlm;های اجرایی سازمان، آگاه شوند.</span></span></span></p> <p style="text-align: justify;"><span style="font-size:14px;"><span style="font-family:times new roman;">Much attempt has been focused on changing and improving the structure and form of designing performance evaluation systems so far and less attention has been paid to content of issues.&nbsp; Thus, this research aims to design performance measurement indicators in urban management by integrating balanced evaluation model (for structural aspect) and components of good governance approved by the United Nations Development Programme (for content aspect) in the field of organizational performance. In order to access to research purpose, after redefining the components of good governance in four aspects of balanced evaluation via semi-structured depth interviews with executive managers of municipality and university professors, 103 indicators in the first step, and 95 indicators in the second step were extracted to measure the performance of urban management. In the following, these indicators were evaluated with Delphi method by academic and organizational experts. The results indicated that 73 indicators were confirmed by academic and organizational experts among designed ones given eight good governance components and four aspects of balanced evaluation for performance measurement.
