fa نحوه تأمین مالی خارجی پروژه‌های شهری و کارایی خدمات شهر (مطالعه موردی شهرداری تهران) تخصصي Special پژوهشي Research <div style="text-align: right"> <p class="MsoNoSpacing" dir="rtl" style="text-align: justify;"><span style="font-family:yekanyw;"><span style="font-size:14px;"><span lang="AR-SA">&nbsp; &nbsp; &nbsp; &nbsp;</span><span lang="AR-SA">شهرداری به منظور تأمین نیازهای مالی جاری و عمرانی خود، از منابع داخلی (درآمد عملیاتی، بودجه عمومی، اندوخته‌ها و غیره) و منابع خارج از شهرداری، استفاده می‌کند. منابع داخلی شهرداری به طور معمول پاسخگوی نیازهای مالی آن نیست؛ در نتیجه شهرداری امکان اجرای پروژه‌های شهری که حیات شهر به آنها وابسته است را نخواهد یافت. لذا به ناچار، از طریق تعامل با نظام مالی خارج از منابع خود، اقدام به تأمین مالی پروژه‌ها می‌نماید. شهرداری‌ها برای تأمین نیازهای مالی خود از مؤسسات مالی فعال در بازارهای مالی مثل بانک‌ها یا بازار سرمایه در بازارهای مالی، اعتبار دریافت کرده و وجوه مورد نیاز خود را به دست می‌آورند. وجوه نقد به دست آمده، در عملیات جاری و عمرانی آن به کار گرفته می‌شوند؛ در نتیجه، درآمدی حاصل می‌شود یا خدمتی در شهر ارائه می‌گردد. این پژوهش در پی درک تعامل شهرداری با نظام مالی بوده تا جایگاه تأمین مالی خارجی در این زمینه و کارایی آن مشخص گردد.</span></span></span><span lang="AR-SA" style="font-size: 12pt line-height: 115% font-family: 'B Nazanin'"><!--stripped--><!--stripped--></span></p> <p class="MsoNoSpacing" dir="rtl" style="text-align: justify;"><span style="font-family:yekanyw;"><span style="font-size:14px;"><span lang="AR-SA">به دلیل ماهیت و محدودیت‌هایی که در جمع‌آوری اطلاعات وجود دارد، شهرداری تهران و سایر شهرداری‌ها در کشورهای مختلف برای یک دوره پنج‌ساله (2011-2007) مورد مقایسه قرار گرفته‌اند. نتایج حاصل از آزمون فرضیه‌ها حاکی از آن است که شهرداری تهران در مقایسه با سایر شهرداری‌های منتخب و هم‌سطح، به طور معناداری کمتر از تأمین مالی خارجی در پروژه‌های خود استفاده نموده و الزامات و پیش‌نیازهایی برای استفاده از این ابزار برای تأمین مالی پروژه‌های شهری در حوزه‌هایی مثل حمل‌ونقل و خدمات شهری وجود دارد. همچنین تأمین مالی خارجی پروژه‌های شهری برای شهرداری تهران دارای منافع بلندمدت می‌باشد.</span></span></span><span dir="ltr" style="font-size: 12pt line-height: 115%"><!--stripped--><!--stripped--></span></p> </div> <p class="MsoNormal" style="text-align: justify;"><span style="font-family:times new roman;"><span style="font-size:14px;">In order for the municipality to finance its current and developmental needs, it would resort to the internal (operational income, public budget, savings, etc.) as well as the external resources. Internal financial resources of the municipality are not usually sufficient to enable the municipality to run urban projects which are vital for the city therefore, the municipality is forced to finance the projects via transacting with the financial system external to its routine resources. Municipalities, in order to finance its projects and plans, obtain the required credit from financial institutes which are active in financial markets, e.g. banks, to ease their financial issues. The cash thus obtained is used for current operations and development, so an income is gained or a service is provided in the city. The current research aims at investigating into the interaction between municipality and the financial system so that the role of external financing and the efficiency whereof could be probed. Due to the limitations to collect the required data, comparisons were made between Tehran municipality and those in other countries for a period of 5 years (2007-2011). The results show that Tehran municipality, comparing with its counterparts, has significantly lesser used external financing in its projects and that there are necessities and preconditions for utilizing external financing for urban projects in areas such as transportation and urban services.
