fa مدیریت حمل‌ونقل و ترافیک شهری در تهران با نگاه اقتصادی تخصصي Special پژوهشي Research <p style="text-align: justify;"><span style="font-size:14px;"><span style="font-family:yekanyw;"><span dir="RTL">یکی از مسائل مدیریتی در‌ شهر تهران، آم</span><span dir="RTL">د</span><span dir="RTL">وشدهای درون‌شهری است. در شهر تهران، افزایش‌ جمعیت و مـحدودیت‌ منابع، مـوجب سردرگمی و بی‌برنامگی در برخورد با این موضوع شده است. شناسایی معضلات و احصای مؤلفه‌‌های مؤثر بر مدیریت حمل‌ونقل و ترافیک شهر تهران، به خصوص پرداخـتن بـه مشکلات بخش‌های شهری‌، نیاز مدیریت شهری را در زمان نسبتاً کوتاهی، برآورده می&lrm;کند</span>.<span dir="RTL"> با توجه به اهمیت موضوع، شناسایی مؤلفه‌‌های مؤثر بر مدیریت حمل‌ونقل و ترافیک می‌تواند تأثیرات چشم‌گیری در حل مشکلات ترافیکی داشته باشد و </span><span dir="RTL">عرصه را برای اعمال مدیریت شهری بهینه، فراهم ‌کند</span><span dir="RTL">. بنابراین هدف مطالعه حاضر، احصا و اولویت‌بندی مؤلفه‌های مؤثر بر مدیریت حمل‌ونقل و ترافیک شهر تهران با نگاه اقتصادی و کاربرد روش </span>AHP<span dir="RTL"> است. جامعه آماری تحقیق، شامل خبرگان و صاحب‌نظران حوزه‌‌های مختلف خدماتی، اقتصادی، اجتماعی و نظامی می‌باشند که حدود 100 نفر تخمین‌زده شده که با روش نمونه‌گیری سهمیه‌ای هدفمند، 50 نفر برای انجام مقایسات زوجی انتخاب شدند. در همین راستا، اطلاعات از طریق پرسشنامه، </span><span dir="RTL">جمع‌آوری و داده‌ها با استفاده از تکنیک </span>AHP<span dir="RTL"> و نرم‌افزار </span>Expert Choice<span dir="RTL">، بررسی شدند.</span> <span dir="RTL">نتایج پژوهش نشان دادند که مؤلفه</span> <span dir="RTL">تقدم دسترسی نسبت به حرکت که باعث کاهش ترافیک و به تبع آن، کاهش هزینه‌ها می‌گردد، بیشترین اهمیت را در مدیریت حمل‌و‌نقل و ترافیک شهری در تهران دارد؛ لذا پیشنهاد می‌گردد که حرکت در سطوح مختلف و طیف حمل‌و‌نقل همگانی، بـه‌ عـنوان‌ مؤلفه‌های اصلی در سیاست‌گذاری‌ها، در اولویت برنامه‌های شهری به منظور کاهش هزینه‌ها، گنجانده شوند.</span></span></span></p> <p style="text-align: justify;"><span style="font-size:14px;"><span style="font-family:times new roman;">One of the management issues in the city of Tehran is urban traffic. In the city of Tehran, population increase and limited resources have resulted in confusion and disorganization in dealing with this matter. Identification of difficulties and effective factors on traffic and transport management of Tehran, particularly dealing with urban sectors, meets the need of city management in a relatively short time. Given the importance of this issue, identification of effective factors on traffic and transport management can have significant impacts on solving traffic problems and it can prepare the ground for application of optimal city management. Thus, the purpose of this research is to identify and prioritize effective components on traffic and transport management of Tehran with economic view and application of AHP method. Statistical population includes experts in different fields of servicing, economic, social, and military ones that is estimated about 100 people and 50 of them were selected by purposive quota sampling to for paired comparisons. In this regard, data were collected by questionnaire, and they were examined by AHP technique and Expert Choice software.
