fa مقایسه شاخص‌های تأثیرگذار در طبقه‌بندی پروژه‌های شهری شهرداری تهران با سایر شهرهای منتخب تخصصي Special پژوهشي Research <p dir="RTL" style="text-align: justify;"><span style="font-family:yekanyw;"><span style="font-size:14px;">بدون شک، نحوه و چگونگی تأمین منابع مالی برای پروژه‌های مورد نظر در هر سطح از نهادهای موجود، به ویژگی‌های آن پروژه بستگی دارد؛ از این‌رو شاخص<span dir="LTR">&lrm;</span>ها و استانداردهای تعریف شده و به&lrm;کار گرفته شده باید با خصوصیات و ویژگی‌های هر پروژه، تناسب و همپوشانی داشته باشند. در واقع هر پروژه با توجه به ویژگی‌های آن، طبقه‌بندی و براساس این معیار، ابزارهای مالی متناسب با آن تعیین می<span dir="LTR">&lrm;</span>شود. در این مقاله، پروژه<span dir="LTR">&lrm;</span>های شهری، طبقه<span dir="LTR">&lrm;</span>بندی شده و نیز عوامل مؤثر بر این طبقه‌بندی در پروژه‌های شهری، شناسایی شده‌اند و از این نظر، شهرداری تهران با چند شهر بزرگ، مقایسه می‌شود. برای بررسی این موضوع با توجه به تفکیک انواع پروژه<span dir="LTR">&lrm;</span>های شهرداری به مأموریت<span dir="LTR">&lrm;</span>های مختلف، با استفاده از تحلیل <span dir="LTR">ANOVA</span>، به بررسی برابری تأمین مالی خارجی پروژه<span dir="LTR">&lrm;</span>های شهری با مأموریت<span dir="LTR">&lrm;</span>های حمل‌ونقل، خدمات شهری و سایر مأموریت<span dir="LTR">&lrm;</span>ها پرداخته شده است.</span></span></p> <p dir="RTL" style="text-align: justify;"><span style="font-family:yekanyw;"><span style="font-size:14px;">با شناسایی بهتر و تأکید بر ویژگی‌های پروژه<span dir="LTR">&lrm;</span>های شهری شهرداری تهران و مقایسه آن با سایر شهرهای منتخب جهان؛ از جمله سئول، شانگهای، کوالالامپور، نیویورک، لندن، استانبول می<span dir="LTR">&lrm;</span>توان به تأمین مالی بهتر برای پروژه‌های شهری شهرداری تهران دست یافت. با توجه به نتایج به‌دست آمده، در تهران فرض برابر بودن ‌میزان تأمین مالی خارجی پروژه<span dir="LTR">&lrm;</span>های شهرداری‌ها با مأموریت خدمات شهری در شهر تهران با سایر شهرهای مورد نظر رد نمی<span dir="LTR">&lrm;</span>شود.</span></span></p> <p style="text-align: justify;"><span style="font-size:14px;"><span style="font-family:times new roman;">Undoubtedly, the manner of financing for intended projects depends on the features of each project in any level of existing organizations; therefore, defined and applied indexes and standards should be fitted and overlapped with characteristics of each project. In fact, each project is categorized based on its qualities and appropriate financial instruments are determined according to this criterion. Urban projects have been classified and effective factors on the categorization in urban projects have been identified in this article. Tehran Municipality is compared with some large cities, in this respect. In order to study the issue, equality of external financing of urban projects with transport missions, urban services, and other missions have been examined by using ANOVA analysis, according to the separation of municipal projects to different missions. Better financing can be obtained by better identification and emphasis on the qualities of urban projects of Tehran Municipality and its comparison with other selected cities in the world including Seoul, Shanghai, Kuala Lumpur, New York, London, and Istanbul.
