fa دورنمای شهر، شهروند و مدیریت شهری در برنامه اجرایی شهرداری قاین با استفاده از مدل کارت ارزیابی متوازن (BSC) تخصصي Special پژوهشي Research <div style="text-align: justify;"><span style="font-family:yekanyw;"><span style="font-size:14px;"><span dir="rtl" lang="FA">لازمه پاسخگویی به شهر و شهروندان برخورداری از برنامه‌ای است که بر مبنای برنامه‌ریزی، آینده‌نگری، هدفمندی و عقلانیت شکل گرفته باشد. از سوی دیگر، با توجه به مفهوم چشم‌انداز، آینده‌نگری به شهرداری این امکان را می‌دهد تا پاسخگوی شهروندان در حال و آینده باشد؛ بنابراین، این مقاله ضمن معرفی فرایند چگونگی تدوین برنامه اجرایی میان‌مدت شهرداری قاین با تکیه بر مفهوم چشم‌انداز، با رویکردی کاربردی به مدل کارت ارزیابی متوازن در فرایند برنامه‌ریزی، به توصیف قابلیت‌های ویژه این مدل در اجرا به عنوان یک چارچوب کاربردی به بیان چشم‌انداز می‌پردازد و با ترسیم </span><span dir="rtl" lang="AR-SA">نقشه راهبردی برنامه با مجموعه‌ای از روابط علّی و معلولی، چارچوبی بصری برای چگونگی یکپارچگی اهداف راهبردی شهرداری قاین در چهار وجه مدل کارت ارزیابی متوازن ارایه می‌نماید. برای حفظ تناسب ابعاد کارت ارزیابی متوازن با وظایف چهارگانه (</span><span dir="rtl" lang="FA">عمرانی، خدماتی، نظارتی و اداری)</span><span dir="rtl" lang="FA">&nbsp;</span><span dir="rtl" lang="AR-SA">شهرداری و قلمرو موضوعی دانش شهرسازی، ابعاد کارت ارزیابی متوازن در چهار وجه 1- بودجه و منابع مالی، 2- شهر و شهروند، 3- فرایندهای داخلی و 4- زیرساخت‌های سازمانی و همچنین عوامل راهبردی در رابطه با سه محور شهر، شهروند و مدیریت شهری تعریف می‌شوند و در نهایت، چگونگی نظام گسترش وجه مالی مدل کارت ارزیابی متوازن در برنامه اجرایی شهرداری قاین برای ایجاد نظام مالی کارآمد به ویژه با درآمدهای پایدار، به عنوان الگوی کاربردی ارائه می&rlm;شود.</span></span></span></div> <!--stripped--> <p style="text-align: justify;"><span style="font-family:times new roman;"><span style="font-size:14px;">In order for providing the city and the citizens with their requirements, there is a need for a plan which is made based on drawing a clear perspective, a well-defined purpose, and logic. Moreover, as far as the concept of vision is concerned, foresight will enable the municipalities to better satisfy the current and future needs of the citizens&nbsp; therefore, the &nbsp;current article, while introduces the process of developing a medium-term executive plan for Qayen municipality, relying on the concept &ldquo;vision&rdquo;, adopting a practical approach to BSC model of planning, puts emphasis on the specific potentials of the model in the implementation process as a practical framework for the realization of the vision. The article, suggesting a strategic plan with a collection of a number of cause-and-effect relations, puts forth a visual framework for consolidation of strategic objectives of Qayen municipality within the four-sided BSC. In order to preserve the balance between the dimensions of the BSC and the fourfold function of the municipality - namely development, service, supervision, and administration - and to expand the realm of urban development knowledge, the dimensions of the BSC, i.e. a) budget and financial resources, b) the city and citizen, c) domestic processes, and d) organizational infrastructure as well as strategic factors regarding the three themes of the city, citizen, and urban management are defined.
