fa ارزیابی اثربخشی دوره‌های تخصصی کارشناسان مالی و اقتصاد شهری شهرداری تهران بر اساس مدل پاتریک تخصصي Special پژوهشي Research <p style="text-align: justify;"><span style="font-family:yekanyw;"><span style="font-size:14px;"><span dir="RTL">آموزش، ابزار مطمئنی برای سرمایه‌گذاری در منابع انسانی است.</span> <span dir="RTL">شهرداری تهران به عنوان نهادی که رسالت آن، خدمت‌رسانی به مردم می‌باشد، عهده‌دار مأموریت خطیر آموزش و بهسازی کارکنانی است که باید در راستای خدمت‌رسانی به شهروندان تلاش کنند. حساسیت این امر در حوزه‌هایی که به مسائل مالی و اقتصادی می‌پردازند، به مراتب بیشتر می‌باشد. نکته قابل توجه اینجاست که فقط آموزش به خودی خود سودمند نیست، مگر از آموزش‌های ارائه شده، ارزشیابی به عمل آید و مشخص شود که آموزش‌ها، اثربخشی لازم را داشته‌اند. </span><span dir="RTL">در این تحقیق که از لحاظ هدف، کاربردی و از لحاظ روش، توصیفی- پیمایشی می‌باشد، </span><span dir="RTL">اثربخشی هفت دوره تخصصی کارشناسان مالی و اقتصاد شهری شهرداری تهران در سال 1393 ارزیابی شده است. جامعه آماری این تحقیق، کلیه کارشناسان مالی و اقتصاد شهری شهرداری تهران به تعداد 227 نفر می‌باشد که تعداد 143 نفر با روش تصادفی ساده به عنوان نمونه دردسترس که در این دوره‌ها شرکت کرده‌اند، انتخاب شده‌اند و همچنین مدیران مستقیم آنها 36 نفر هستند. ابزار گردآوری داده‌ها، پرسشنامه محقق‌ساخته براساس مدل کرک‌پاتریک می‌باشد که روایی آن از نظر اساتید و خبرگان در حوزه آموزش و پایایی آن با استفاده از ضریب آلفای کرونباخ، تأیید شده است. برای تحلیل داده‌های جمع‌آوری شده از آزمون </span>t<span dir="RTL"> تک نمونه‌ای برای سه سطح اول، سوم و چهارم (واکنش، تغییر رفتار و نتایج) و از آزمون </span>t<span dir="RTL"> دو گروه همبسته برای سطح دوم (یادگیری حاصل شده) استفاده شده است. نتایج به‌دست آمده از تحقیق نشان می‌دهند در هر چهار سطح ارزیابی مدل پاتریک که عبارتند از: واکنش کارکنان نسبت به دوره‌های آموزشی، یادگیری حاصل شده از دوره‌های آموزشی، تغییرات رفتاری در کارکنان و تغییرات در عملکرد سازمان، دوره‌های آموزشی تخصصی برگزارشده ویژه کارشناسان مالی و اقتصاد شهری شهرداری تهران در سال 1393، اثربخشی مناسبی داشته‌اند.</span></span></span></p> <p style="text-align: justify;"><span style="font-size:14px;"><span style="font-family:times new roman;">Training is a convenient tool for investing in human resources. Tehran Municipality, as an institution that its mission is servicing to the public, is responsible for important mission of staff&rsquo;s training and development that they should attempt in line with servicing to citizens. This is much more delicate in areas involving in financial and economic issues. The remarkable point is that training is not profitable by itself, unless presented training to be evaluated and specified whether they have had necessary effectiveness or not. This research is applied in terms of purpose, and it is descriptive-survey considering method. The effectiveness of seven specialized courses of financial and urban economy experts of Tehran Municipality held in 2014 has been assessed. Statistical population is all financial and urban economy experts of Tehran Municipality who they were 227 people. 143 of them were selected as available sample attended in these courses by using simple random method. 36 people were direct managers. Data collection tool is research-made questionnaire based on Kirkpatrick Model. Its validity was verified by professors and experts in the field of training and assessment and its reliability has been verified using Cronbach&rsquo;s alpha coefficient. One sample t test was used for the first, third, and fourth levels (reaction, behavior change and results), and paired samples t test was used for the second level (learning).
