fa بومی سازی الگوی حکمرانی خوب شهری بر اساس دیدگاه انتقادی (مطالعه موردی شهر کرج) تخصصي Special پژوهشي Research <div style="text-align: justify;"><span style="font-size:11pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span style="line-height:115%"><span style="font-family:&quot;Calibri&quot;,sans-serif"><span lang="AR-SA" style="font-size:12.0pt"><span style="line-height:115%"><span style="font-family:&quot;B Nazanin&quot;">پژوهش حاضر با هدف بومی‌سازی الگوی حکمرانی خوب شهری بر اساس دیدگاه انتقادی، مطالعه‌ای بنیادی- توسعه‌ای با رویکرد کیفی و استراتژی موردکاوی در شهر کرج انجام داده است. داده‌ها از طریق بررسی اسناد فرادست، مطالعات کتابخانه‌ای و مصاحبه با ۲۰ نفر از خبرگان دانشگاهی و اجرایی، به شیوه نمونه‌گیری هدفمند جمع‌آوری شد. تحلیل داده‌ها با بهره‌گیری از روش دلفی فازی و نرم‌افزار اکسل انجام شد و مؤلفه‌های کلیدی حکمرانی خوب شهری با تأکید بر رویکرد انتقادی تبیین گردید. نتایج نشان داد که تاب‌آوری شهری و مدیریت بحران با بیشترین وزن، محور اصلی حکمرانی مطلوب شهری بوده و ضرورت برنامه‌ریزی جامع برای مقابله با بحران‌های متنوع شهری را تأکید می‌کند. همچنین، هماهنگی منطقه‌ای، کارایی و اثربخشی مدیریت شهری و نوآوری سازمانی، از دیگر ابعاد اثرگذار در مدل بومی‌سازی حکمرانی شناخته شدند. یافته‌ها تأکید دارند که تحقق حکمرانی خوب شهری مستلزم رویکردی جامع، مشارکتی و چندجانبه میان نهادهای دولتی، شهرداری، بخش خصوصی و جامعه مدنی است. بومی‌سازی این مدل در کلان‌شهر کرج، با توجه به ویژگی‌های اجتماعی، اقتصادی و فرهنگی، می‌تواند الگویی کارآمد برای سایر شهرهای ایران باشد و زمینه‌ساز توسعه پایدار، عادلانه و هوشمند شهری شود. این پژوهش ضمن ارائه چارچوب نظری مبتنی بر داده‌های معتبر، نقش فناوری‌های نوین، شفافیت، پاسخگویی و عدالت اجتماعی را در ارتقای کیفیت حکمرانی شهری برجسته می‌کند. </span></span></span></span></span></span></span></span></div> رAbstract<br> The present study, with the aim of localizing the good urban governance model based on a critical perspective, has conducted a fundamental-developmental study with a qualitative approach and a case study strategy in the city of Karaj. Data were collected through a purposive sampling method through reviewing primary documents, library studies, and interviews with 20 academic and executive experts. Data analysis was performed using the fuzzy Delphi method and Excel software, and the key components of good urban governance were explained with an emphasis on a critical approach. The results showed that &quot;urban resilience and crisis management&quot; with the highest weight is the main axis of desirable urban governance and emphasizes the need for comprehensive planning to deal with various urban crises. Also, &quot;regional coordination&quot;, &quot;efficiency and effectiveness of urban management&quot; and &quot;organizational innovation&quot; were identified as other influential dimensions in the governance localization model. The findings emphasize that achieving good urban governance requires a comprehensive, participatory, and multilateral approach between government institutions, the municipality, the private sector, and civil society. Localizing this model in the Karaj metropolis, given its social, economic, and cultural characteristics, can be an efficient model for other Iranian cities and pave the way for sustainable, fair, and smart urban development.
