fa طراحی و تبیین الگوی حکمرانی شبکه‌ای هوشمند در مدیریت شهری در شهرداری‌های خراسان شمالی تخصصي Special پژوهشي Research <div style="text-align: justify;"><span style="font-size:11pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span style="line-height:115%"><span calibri="" style="font-family:"><span lang="AR-SA" style="font-size:12.0pt"><span style="line-height:115%"><span b="" nazanin="" style="font-family:">مطالعه حاضر با هدف طراحی و تبیین الگوی حکمرانی شبکه‌ای هوشمند در مدیریت شهری در شهرداری‌های خراسان شمالی انجام شد. این مطالعه از نظر هدف کاربردی-توسعه‌ای، از نظر روش و بازه زمانی گردآوری داده‌ها، یک پژوهش پیمایش مقطعی و از نظر طرح پژوهشی، یک پژوهش آمیخته می‌باشد. جامعه مشارکت‌کنندگان بخش کیفی شامل اساتید مدیریت شهری و مدیران </span></span></span><span lang="AR-SA" style="font-size:12.0pt"><span style="line-height:115%"><span b="" nazanin="" style="font-family:">شهرداری‌های خراسان شمالی </span></span></span><span lang="AR-SA" style="font-size:12.0pt"><span style="line-height:115%"><span b="" nazanin="" style="font-family:">است که 15 نفر به شیوه نمونه‌گیری نظری انتخاب شده‌اند مصاحبه‌ها تا دستیابی به اشباع نظری ادامه یافت. جامعه آماری بخش کمی شامل مدیران و کارشناسان </span></span></span><span lang="AR-SA" style="font-size:12.0pt"><span style="line-height:115%"><span b="" nazanin="" style="font-family:">شهرداری‌های خراسان شمالی</span></span></span><span lang="AR-SA" style="font-size:12.0pt"><span style="line-height:115%"><span b="" nazanin="" style="font-family:"> است که با فرمول کوکران، حجم نمونه 278 نفر برآورد شد و نمونه‌گیری با روش تصادفی ساده انجام گردید. ابزار گردآوری داده‌ها، مصاحبه نیم‌ساختاریافته و پرسشنامه محقق‌ساخته بود. روایی مصاحبه براساس چهار معیار اعتبارپذیری، انتقال‌پذیری، تاییدپذیری و اطمینان‌پذیری تایید گردید و پایایی بخش کیفی با محاسبه ضریب هولستی به میزان 713/0 مطلوب برآورد گردید. روایی بخش کمی با روش‌های روایی صوری (دیدگاه داوران)، روایی همگرا (بالای 5/0) و روایی واگرا بررسی شد. پایایی پرسشنامه نیز با برآورد آلفای کرونباخ، ضریب رو و پایایی ترکیبی (بالای 7/0) مطلوب ارزیابی شد. تحلیل داده‌ها در بخش کیفی با روش تحلیل مضمون و در بخش کمی با روش حداقل مربعات جزئی انجام شد. یافته‌های پژوهشی نشان داد عوامل مدیریتی، عوامل فنی حکمرانی شبکه‌ای هوشمند، شفافیت مدیریت شهری و مشارکت شهروندان الکترونیک بر حکمرانی شبکه‌ای هوشمند تاثیر دارند. حکمرانی شبکه‌ای هوشمند بر راهبرد مدیریت هوشمند شهری موثر است. خدمات هوشمند شهری در این رابطه نقش زمینه‌ای و بسترساز دارند و مدیریت شهری سنتی نیز یک عامل مداخله‌گر است. در پایان راهبرد مدیریت هوشمند شهری منجر به پیامدهایی نظیر عملکرد زیست‌محیطی، عملکرد اقتصادی و عملکرد اجتماعی و حکمروایی خوب شهری می‌شود.</span></span></span></span></span></span></span></span><br> &nbsp;</div> <div style="text-align: justify;"><span style="font-size:11pt"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times="">This study was conducted with the aim of designing and explaining the model of smart network governance in the urban management of North Khorasan municipalities. The research method of the present study is mixed and it is done with two types of qualitative and quantitative (mixed) approach. In the qualitative part of the research, in order to collect data, interview questions were developed. In the following, a researcher-made questionnaire with a 5-point Likert scale was used. The statistical population in the qualitative sections consisted of 15 qualified experts who were selected using a purposeful and non-probability sampling method and in-depth and semi-structured interviews were conducted with them. Also, the statistical population of the quantitative part and for validating the final model included 278 managers and urban management experts of North Khorasan municipalities. The first step of the current study is to identify the main and sub-categories of the research by using the foundation&#39;s qualitative data analysis method (the approach of editing interviews, summarizing them and interpreting concepts and words). MAXQDA software was used for qualitative analysis. Finally, using partial least squares technique and SMART PLS software, the presented model was validated. By extracting the main and sub-categories of the research using the results of qualitative data analysis of the foundation, the final model was presented. Based on the paradigm model of the research, it was determined that managerial factors, technical factors of smart network governance, transparency of urban management and participation of e-citizens have an effect on smart network governance. Smart network governance is effective on smart city management strategy. In this regard, smart urban services have a background role and the traditional urban management is also an intervening factor.
