fa به‌کارگیری الگوی برنامه‌ریزی آرمانی در تخصیص بهینه بودجه عمرانی در شهرداری اصفهان تخصصي Special پژوهشي Research <p class="MsoNormal" dir="RTL" style="text-align: justify;"><span style="font-size:14px;"><span style="font-family:yekanyw;">با پیچیده شدن شکل‌گیری شهرها و افزایش مسائل آن‌ها، شهرداری‌ها با به‌کارگیری استراتژی‌هایی مانند استراتژی توسعه شهری(CDS)، به مدیریت مسائل شهری می‌پردازند. پژوهش حاضر، مطالعه‌ای توصیفی- تحلیلی است که به مسئله به‌کارگیری الگوی برنامه‌ریزی آرمانی به منظور تخصیص بهینه بودجه عمرانی شهرداری اصفهان پرداخته و هدف آن، شناسایی مهم‌ترین محدودیت‌ها و بخش‌های غیراولویت‌دار در خصوص تخصیص بودجه عمرانی، آرمان‌های الگو و تعیینمیزان تأثیر ردیف‌های بودجه عمرانی در تحقق اهداف CDS و بررسی میزان دستیابی به اهداف CDS در روش فعلی بودجه‌ریزی است. جامعه آماری، کلیه خبرگان و کارشناسان در حوزه برنامه و بودجه و معاونان سایر بخش‌های شهرداری اصفهان می‌باشد و نمونه‌ای به حجم یازده نفر به صورت غیرتصادفی و هدفمند، انتخاب شده است. برای تجزیه ‌و تحلیل مقادیر در سال‌های 1390 تا 1393 از الگوی برنامه‌ریزی آرمانی استفاده شد. برخی از داده‌های مورد نیاز، از طریق پرسشنامه و سایر داده‌ها، از اسناد و مدارک شهرداری، استخراج ‌شدند. با تصریح الگو به سه شکل، نتایج کامل‌ترین الگو حاکی از آن بود که به دلیل عدم‌استفاده از الگوهای مناسب برای برنامه‌ریزی اعتبارات و تکیه‌ بر قدرت چانه‌زنی، تخصیص بودجه در هیچ‌ یک از سال‌ها، در راستای دستیابی به اهدافCDS نبود و اعتبارات در برخی از ردیف‌ها، بیش ‌از حد و در برخی، کمتر از حد لازم در نظر گرفته شده بودند و استفاده از الگوی پژوهش می‌تواند ابزار مفیدی در تعیین مقادیر بهینه در سال‌های آتی باشد.</span></span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-size:14px;"><span style="font-family:times new roman;">With the complexity advent of cities and increase of their problems, municipalities manage the problems of cities by employing strategies such as City Development Strategy (CDS). This research has a descriptive &ndash; analytic essence, which it sets to the application of Goal Programming model for optimal allocation of construction budget of Isfahan Municipality. It has been tried to identify the most important construction budget&rsquo;s constraints, Non-priority sectors in the allocation of construction budget, model goals and the impact of subsections of construction budget in achieving the objectives of CDS and checking out the achievement of CDS objectives with current budget management method. The target society includes all the staffs of Isfahan Municipality and 11 of them have been selected for the sample size in non&ndash;random manner. In order to analyze the values in years 2011 to 2014, Goal Programming model was used. Some of the required data were collected by using the questionnaire and some of them were extracted from the Municipality documents.
