fa تحلیل قابلیت‌ها و فرصت‎های اقتصادی مؤثر بر استراتژی توسعه شهر اردبیل تخصصي Special پژوهشي Research <div style="text-align: justify;"><span style="font-size:14px;"><span style="font-family:yekanYW;"><span dir="RTL">راهبرد توسعه شهری، فرایندی کوتاه و بلندمدت همه</span>&lrm; <span dir="RTL">جانبه در راستای توسعه شهری می </span>&lrm;<span dir="RTL">باشد و برنامه</span>&lrm; <span dir="RTL">های اجرایی شهر را متناسب با نقاط عوامل درونی و بیرونی نشان می </span>&lrm;<span dir="RTL">دهد. پژوهش حاضر به منظور تحلیل قابلیت</span>&lrm;<span dir="RTL">ها و فرصت</span>&lrm;<span dir="RTL">های سرمایه </span>&lrm;<span dir="RTL">گذاری مؤثر بر استراتژی توسعه شهری شهر اردبیل صورت گرفته و از مدل </span>SWOT<span dir="RTL"> برای شناسایی قوت‌ها و ضعف‌ها، فرصت‌ها، تهدیدها و ارائه مهمترین راهبردهای توسعه شهری شهر اردبیل استفاده شده و عوامل اصلی و تأثیرگذار بر توسعه شهری با استفاده از پرسشنامه و انجام مصاحبه با مسئولین و مدیران شهری به تعداد چهل نفر در سال ۱۳۹۸ انجام شده است. نتایج به </span>&lrm;<span dir="RTL">دست آمده حاکی از آن است که از بین فرصت</span>&lrm;<span dir="RTL">ها، شاخص سرشاخه </span>&lrm;<span dir="RTL">های رودخانه بالخلی چای که از مرکز شهر می </span>&lrm;<span dir="RTL">گذرد به دلیل موقعیت مناسب خود دارای بیشترین ضریب نهایی (۷۷۴/۰) می </span>&lrm;<span dir="RTL">باشد و در بین تهدیدها، شاخص ورود بیش از حد وسایل نقلیه به شبکه حمل و نقل شهری با ضریب نهایی ۵۳۴/۰ به عنوان مهمترین تهدید قلمداد می‌ شود. همچنین در بین نقاط قوت وجود شبکه حمل و نقل عمومی مانند اتوبوسرانی، مینی </span>&lrm;<span dir="RTL">بوسرانی و تاکسیرانی با ضریب نهایی ۶۶۸/۰ مهمترین نقاط قوت جهت توسعه شهری می</span>&lrm; <span dir="RTL">باشد و در نهایت در بین نقاط ضعف شاخص فروش تراکم، منبع درآمد اصلی شهرداری به عنوان مهمترین نقطه ضعف توسعه شهر با ضریب نهایی ۵۸۸/۰ می</span>&lrm; <span dir="RTL">باشد. پس از ارزیابی عامل </span>&lrm;<span dir="RTL">ها در مدل </span>SWOT<span dir="RTL">، استراتژی توسعه </span>SO<span dir="RTL"> استراتژی حداکثر ـ حداکثر یا استراتژی توسعه&rlm; ای مناسبترین استراتژی توسعه شهری اردبیل می&rlm; باشد.</span></span></span></div> <div style="text-align: justify;"><span style="font-size:14px;"><span style="font-family:Times New Roman;">The Urban Development Strategy (CDS) is a short-term and long-term process of urban development and shows the city&#39;s executive programs in line with the points of internal and external factors. Urban planning and development is one of the most important factors of urban management and urban development strategy seeks to reduce urban poverty and social economic development to respond to pervasive global change. The purpose of this study was to analyze and identify the potential investment opportunities and opportunities affecting the urban development strategy of Ardabil city using SWOT model to identify strengths and weaknesses, opportunities and threats and present the most important ones. Ardebil urban development strategies have been used and the main factors affecting urban development have been done through questionnaires and interviews with city officials and managers in forty people (1398) and the results show that Among the opportunities, the index of the branches of the Balkh River tea that passes through the city center and because of its proper position has the highest final coefficient of 0.774, and among the threats, the index of over-entry of vehicles into the urban transport network with a final coefficient of 0.534 is considered as the most important threat. And among the strengths of public transport networks such as buses, minibuses and taxis with a final coefficient of 0.668 are the most important strengths for urban development. Finally, among the weaknesses, the index of congestion sales is the main source of revenue for the municipality as a weakness of city development with a final cefficient of 0.888.
