fa ارائه مدل محاسبه مالیات سالیانه وسایل نقلیه شخصی با رویکرد افزایش درآمدهای پایدار مدیریت شهری تخصصي Special پژوهشي Research <div style="text-align: justify;"><span style="font-size:14px;"><span style="font-family:yekanyw;">خودروهای شخصی به عنوان یکی از اجزای سامانه حمل‌ونقل شهری، علاوه‌بر دارا بودن منافع برای کاربران، باعث تحمیل هزینه‌ها و عوارض گوناگونی بر محیط‌زیست و شهروندانی می‌‌شوند که در زمره استفاده‌کنندگان خودروهای شخصی نیستند. در حال حاضر، تنها، سهم ناچیزی از ارزش خودرو، به عنوان عوارض سالیانه مالکیت خودرو توسط شهرداری دریافت می‌شود؛ از این‌رو، لازم است تا با بازنگری این روند، هزینه بیرونی تولیدشده خودروها، درونی گردد. در این تحقیق، پس از مطالعه روند تعیین عوارض در سایر کشورها و شناسایی عوامل مؤثر در تعیین عوارض استفاده از خودرو با روش تحلیل عاملی، مدلی به منظور درونی‌سازی هزینه‌های بیرونی خودروها برای افزایش درآمدهای پایدار مدیریت شهری و بهبود روند اقتصاد شهری ارائه شده است. همچنین تلاش شد با استفاده از عوامل شناخته‌شده توسط رابطه‌ای ریاضی، مبلغی متناسب با هزینه‌های بیرونی تولید‌شده وسایل ‌نقلیه، محاسبه گردد؛ به گونه‌ای که مبلغ پیشنهادی، موجب افزایش درآمدهای پایدار مدیریت شهری و ترغیب شهروندان به استفاده از خودروهای کم‌آلاینده شود. مهم‌ترین پیشنهاد این طرح، آغاز روند کاهش وابستگی اقتصاد شهری و مدیریت شهرداری کلان‌شهرها به منابع درآمدی ناپایدار؛ از قبیل تراکم ساختمانی و جایگزینی آنها با درآمدهای علمی و پایدار است</span></span></div> <p class="MsoNormal" style="margin-bottom: 0.0001pt; text-align: justify;"><span style="font-size:14px;"><span style="font-family:times new roman;">In addition to have some benefits for the users, private vehicles as a one of urban transportation systems, impose different costs and effects on environment and citizens who are not among users of private cars. Currently, only a small share of car prices is received as the annual tax of car ownership by the municipality, therefore it is necessary to review the process and the external car costs generated by vehicles, has been internalized. In this research, after the study of determining trends of the tax in other countries, and identification the affecting factors in determination the car use tax using factor analysis, we tried to provide a model to i<span style="letter-spacing: -0.1pt">nternalize the external costs, in order to increase sustainable revenues for urban management</span> and optimize urban economy trends. Finally we tried to use know factors in a mathematical functions to calculate a proportional amount to the external costs generated by vehicles in a way that this proposed amount could be able to increase sustainable revenues for urban management and persuade citizens to use low-pollutant vehicles.
