fa شناسایی و سطح‌بندی علل تأخیر پروژ‌ه‌های عمرانی (مورد مطالعه: شهر سیرجان) تخصصي Special پژوهشي Research <span style="font-family:yekanyw;"><strong>چکیده</strong>: موفقیت در اجرای پروژه‌های عمرانی، یکی از عوامل کلیدی توسعه اقتصادی هر کشوری محسوب می‌شود. پروژه‌های عمرانی، همواره به دلیل اتلاف زمان و بودجه، بسیار مورد انتقاد قرار می‌گیرند؛ بنابراین، تجزیه و تحلیل عوامل تأخیر به‌منظور حذف آن‌ها است. تحقیقات بسیاری به‌منظور شناسایی دلایل و عوامل به‌وجود آوردن تأخیر در کشورهای مختلفی انجام شده است. در این مقاله، تحقیقات مختلفی که در حوزه عوامل مؤثر بر بروز تأخیر در پروژه‌های عمرانی صورت گرفته بودند، مورد بررسی و مداقه قرار گرفتند و در نهایت، ۲۴ عامل تأثیرگذار بر تأخیر در پروژه‌های عمرانی در شهر سیرجان، شناسایی و استخراج شد. داده‌ها از خبرگان شرکت‌های پیمانکاری، کارفرمایان، رؤسای کارگاه‌ها و ناظرین شرکت‌های عمرانی شهر سیرجان، جمع‌آوری شدند. به‌منظور تحلیل داده‌ها و اولویت‌بندی عوامل مؤثر بر تأخیر در پروژه‌های عمرانی، از تکنیک‌های ISM و BWM استفاده شد. نتایج نشان دادند که فقدان دانش و تجربه کافی، نبود تجهیزات مدرن، مشکلات مالی، مصائب و مشکلات فراهم کردن مصالح ساختمانی، تعارض میان پیمانکار، مشاور و مالک و برنامه‌ریزی نامناسب، از مهم‌ترین عوامل مؤثر بر تأخیر در پروژه‌های عمرانی، محسوب می‌شوند.&nbsp;</span> <div style="text-align: justify;"><span style="font-size:14px;"><span style="font-family:Times New Roman;">Successful implementation of construction projects is one of the key factors for economic development of every country. Construction projects are often criticized for overrunning time and budgets. Thus, analyzing the factors causing delay is essential with the aim of omitting them. Several researches have been conducted to identify the reasons and causes of delays in different countries. In this paper, various researches investigated different factors affecting construction projects delays have been analyzed and 24 effective factors on construction projects have been identified and extracted. Data were collected from experts of contracting companies, employers, head of the workshop, and observers of construction projects in Sirjan city. To analyze the data and prioritize contributing factors affecting construction projects delays, two techniques of soft and hard operational research methods including ISM and BWM were used.
