fa الگوی تحقق مشارکت ذینفعان در تامین مسکن اجتماعی A model for realizing stakeholder participation in the field of social housing عمومى General پژوهشي Research تأمین مسکن اجتماعی، به‌ویژه برای گروه‌های کم‌درآمد و فاقد استطاعت کافی، صرفاً مسئله تولید واحد مسکونی یا تأمین منابع مالی نیست؛ بلکه به چگونگی تنظیم نقش، مسئولیت، اختیار و تعامل مجموعه‌ای از ذی‌نفعان در سطوح مختلف حکمرانی وابسته است. هدف این پژوهش، ارائه الگوی تحقق مشارکت ذی‌نفعان در تأمین مسکن اجتماعی با تمرکز بر نقش چهار گروه شامل بخش دولتی/عمومی، بخش خصوصی/تعاونی، بخش مردمی و بخش خط‌مشی‌گذاران محلی (شوراها و شهرداری‌ها) است.  پژوهش از نظر هدف کاربردی–توسعه‌ای و از نظر رویکرد کیفی است و با بهره‌گیری از منطق نظریه داده‌بنیاد سازه‌گرایانه چارمز انجام شده است. مبنای تحلیل نهایی درب پژوهش ۱۷ منبع مستقل شامل  ۱۵ مصاحبه و دو مطالعه مجزا بوده است. داده‌ها از طریق تحلیل مستقل منابع، کدگذاری اولیه/باز، مقایسه مستمر، کدگذاری متمرکز، توسعه و پالایش مفاهیم، یادداشت‌نویسی نظری، کنترل کفایت مفهومی، شکل‌دهی مقولات و یکپارچه‌سازی نظری تحلیل شدند. در تحلیل نهایی کدهای پژوهشی به ۱۰۹۶ نکته کلیدی ( کد باز)، ۱۸۶ مفهوم، ۱۰۳ مقوله فرعی و ۳۱ مقوله اصلی انجامید. یافته‌های پژوهش نشان دادند که مسئله محوری در وضعیت موجود، غلبه شیوه دولت‌محوری، ضعف در سیستم های مشارکتی با ذینفعان، گسست در بخش های سیاست‌گذاری وبخش های اجرایی، ناهماهنگی نهادی و ضعف در تنظیم روابط ذی‌نفعان است. مقوله اصلی هسته پژوهش گذار از شیوه دولت‌محوری به حکمرانی مشارکتی چندسطحی در تأمین مسکن اجتماعی صورت‌بندی شد.  در الگوی نهایی، بازتعریف نقش چهار گروه، سازوکارهای نهادی، مالی، حمایتی، اطلاعاتی و تصمیم‌سازی مشترک، تعامل افقی و عمودی، معماری نهادی و پاسخگویی، مشارکت در چرخه خط‌مشی‌گذاری و راهبردهای اجرایی به یکدیگر متصل می‌شوند. یافته‌های پژوهش به‌طور خاص جایگاه شوراها و شهرداری‌ها را از سطح مجری گری محلی به نقش بازیگر و برنامه‌ریز، خط‌مشی‌گذاری محلّی، مکان‌یابی، هماهنگی، زمین و مجوز، حل تعارض و اتصال سیاست ملی به نیاز محلی توسعه می‌دهند .  استقرار نظام حکمرانی مسکن اجتماعی«چارچوب نهادی حاصل از این گذار و » الگوی تحقق مشارکت ذی‌نفعان در تأمین مسکن اجتماعی « خروجی  نهایی پژوهش است. Providing suitable and appropriate housing for the disadvantaged and low-income groups of society is considered one of the most important public issues in the country. The aim of this research is to determine the pattern of stakeholder participation in providing social housing. This research is qualitative in terms of approach and applied-developmental in terms of purpose. The method of data collection is based on semi-structured interviews and data analysis is based on grounded theory. The target population includes those who have experience in the areas of implementation, legislation, education and research, policy-making and social housing planning. The purposeful and snowball sampling method was used until theoretical saturation was reached. After analyzing the interviews, open coding and axial coding, 191 subcategories and 50 main categories were identified to answer the sub-questions of the research, including the role of each stakeholder, the implementation mechanisms of participation, the method of interactions and communications, and the implementation strategies. The most important roles of the government sector include the role of policymaking and planning, the role of developing economic infrastructure, the role of support, the role of coordination, and the supervisory role. The most important roles of the private/cooperative sector include the role of housing developer, the role of providing financial resources, the role of balancing, and the role of advisor in policymaking. The most important roles of the public sector include the role of participation in policymaking, the role of micro-investor, and the supervisory role. The most important roles of the local policymakers include the advisory role in local policymaking, the role of observer and demander, the role of facilitator, and the advisory role in needs assessment and identification of local and regional characteristics. The five mechanisms are: Management, financial and economic, legal and legal, cultural and social, and technical and technological are determined, which are regulated within the framework of the social housing governance system, their interactions and relationships. In order to answer the main research question, taking into account the results of open and axial coding, theoretical coding was carried out and 7 theoretical propositions along with 27 statistical sub-propositions and finally, the final model of stakeholder participation in the provision of social housing was developed and presented.   الگوی مشارکتی, مسکن اجتماعی, خط مشی گذاری عمومی, نقش ذینفعان, حکمروایی مسکن اجتماعی.
